Trick to launch exe from URL

create a shortcut in windows
give the shortcut path "C:\WINDOWS\system32\mspaint.exe"
Hit next
For name , type in the URL that should trigger the exe. e.g. 'www.google.com' and hit next
now, go to Internet Explorer and type in the exact URL that you gave in last step and say hello to mspaint.exe :)
